Astronomers discover the Ed Begley Jr. of galaxies

An international team of researchers have spotted the most fuel-efficient galaxy yet, which converts nearly 100 percent of its hydrogen gas into stars.

Except by "use" we mean "form stars out of" and by "buffalo" we mean "interstellar hydrogen gas."?

Hydrogen gas is the fuel that galaxies use to make new stars, and most galaxies are the equivalent of a Hummer with a broken oxygen sensor, four flat tires, and a buffalo carcass strapped to the roof. Most of the gas meant to transport you gets wasted. But a new study has spotted a galaxy that is converting gas into stars at a rate hundreds of times that of our galaxy with almost 100 percent efficiency.

An international team of scientists looked at data from?NASA's Wide-field Infrared Survey Explorer (WISE) and spotted a galaxy that was just blazing with infrared radiation, equivalent, they say, to a trillion suns. Observations from the Hubble telescope confirmed that the galaxy, which is affectionately known as?SDSSJ1506+54, is extremely compact, with most of the infrared light pouring from an area that is a fraction of the size of our own Milky Way.?

The researchers then used data from the IRAM Plateau de Bure interferometer in the French Alps to detect the presence of carbon monoxide, which indicates the presence of hydrogen. By combining the gas measurements with the rate of star formation, the scientists found that the galaxy was forming stars out of the gas at a rate that is close to the theoretical maximum. Their paper, which has been accepted for publication in the Journal of Astrophysical Letters, calls it "star formation at its most extreme."

A NASA press release explains just how this galaxy is achieving such efficiency:

In regions of galaxies where new stars are forming, parts of gas clouds are collapsing due to gravity. When the gas is dense enough to squeeze atoms together and ignite nuclear fusion, a star is born. But this process can be halted by other newborn stars, as their winds and radiation blow the gas outward. The point at which this occurs sets the theoretical maximum for star formation. The galaxy SDSSJ1506+54 was found to be making stars right at this point, just before the gas clouds would otherwise be blown apart.

"We see some gas outflowing from this galaxy at millions of miles per hour, and this gas may have been blown away by the powerful radiation from the newly formed stars," said Ryan Hickox, an astrophysicist at Dartmouth College, Hanover, N.H., and a co-author on the study.

Why is this galaxy so efficient at converting hydrogen into stars while all the others are such slouches? It actually comes down to timing. We just happen to be witnessing the time period, six billion years ago, when this galaxy produces lots of stars. The researchers speculate that this period could have been triggered by the merging of two galaxies into one.?

In any case, it's a bright spot in our sky. As Discovery News's Ian O'Neill points out those living on a planet on the outskirts of this prolific star factory will have a "night" sky that is actually brighter than daylight.

Nebraska program schedules women's archery classes - Artesia News

LOUISVILLE, Neb. (AP) ? The Nebraska Game and Parks Commission has scheduled women?s archery classes for May at Platte River State Park near Louisville (LOO?-is-vihl) in eastern Nebraska.

The classes are being presented by the Beyond Becoming an Outdoors-Woman program. They will be held each Wednesday in May.

Participants may attend any of the classes. They Introduction to Archery on May 8; on May 15 is Shopping for Women?s Bows; on May 22, Tuning Your Bow; and on May 29, Fun with Archery.

The classes cost $5 each and run from 6 p.m. to 9 p.m. at the Roger G. Sykes Outdoor Heritage Education Complex. Loaner bows will be available.

There is no race quite like the Baja 1000, and there is no better place to pay tribute to the legendary event like the Petersen Automotive Museum in Los Angeles. Next weekend, they?ll do just that with a trip down memory lane to celebrate the race that started with two motorcycles and turned into one of the most grueling competitions in motorsport.

Launched in 1962, with Honda eager to prove the mettle of their new CL72 Scrambler, drivers Dave Ekins and Bill Robertson blasted down the coast of Baja California and ended in La Paz. Ekins completed the 952.7-mile run in 39 hours and 56 minutes. Five years later, the first official NORRA Mexican 1000 Rally took place and media coverage brought the intense desert race into the magazines and televisions of fans all over the world. The rest is history, and it will all be on display at the Petersen on Saturday, May 4.

Today, the event includes more than 20 classes of trucks and buggies, plus about a dozen classes of motorcycles and ATVs. Overall winners in the past have included almost all major manufacturers, from the dominance of Ford and Chevrolet in recent years to an incredible nine wins from 1973-85 for Volkswagen, and even a couple of victories for Toyota sprinkled in there.

But it all comes back to Honda, the originators, and presenters of the Braving Baja: 1000 Miles to Glory event. The original CL72 Scrambler will be on display, alongsidethe Harley Davidson Baja 100 that won the 100cc class in 1971, the 1970 winning Miller Havens Volkswagen and a replica of the famous ?Big Oly? Ford Bronco that racing icon Parnelli Jones took to victory in 1971. Owners of Baja racers are encouraged to bring their own rides to the show, as well. Weight loss programs via virtual reality

Apr. 25, 2013 ? Weight loss is a topic of concern for nearly 36% of Americans who are considered obese. There are many barriers that can interfere with weight loss. For those attending face-to-face weight loss programs, barriers can include travel, conflict with work and home, need for childcare, and loss of anonymity.

In a new study released in the May/June 2013 issue of the Journal of Nutrition Education and Behavior, investigators from The University of Kansas Medical Center continue to explore alternative weight management delivery methods to eliminate some of these barriers. The solution they are investigating -- virtual reality for weight loss and weight maintenance.

Looking at the results from twenty overweight and obese individuals after 3 months of a weight loss program at a weekly clinic delivered via face-to-face or virtual reality and then 6 months of weight maintenance delivered via virtual reality, the investigators found virtual reality compares favorably with face-to-face for weight loss and may facilitate greater weight maintenance. Debra Sullivan, lead investigator, adds, "Although we found weight loss was significantly greater for face-to-face compared to virtual reality, weight maintenance was significantly better for virtual reality."

The virtual reality weight maintenance program was conducted using Second Life, a Web-based virtual reality environment available to the public. Participants in Second Life create virtual representations of themselves, called ''avatars,'' which can interact with other avatars and navigate through the virtual world of Second Life. Voice communication is accomplished via headset, which allows for person-to-person and group interaction. Education and training takes place on an ''island,'' which is purchased from Second Life and provides restricted group access to the nutrition education/training area.

To further explain how Second Life can be used in this capacity, Dr. Sullivan explains, "Individuals who want to participate in real-life scenarios without real-life repercussions can use virtual reality. For example, participants can practice meal planning, grocery shopping, and dietary control when eating at restaurants and holiday parties to a much greater extent with Second Life compared with the time-limited clinic meeting. Virtual reality may even be able to serve as a more feasible option to monitor individuals after completing a weight loss program."

Syrian troops capture key town near Damascus

BEIRUT (AP) ? After five weeks of battle, Syrian government troops captured a strategic town near Damascus, cutting an arms route for rebels trying to topple President Bashar Assad's regime, state media and activists said Thursday.

By taking the town of Otaybah, east of the capital, the army dealt a major setback to opposition forces that in recent months have made gains near the city they eventually hope to storm.

Also on Thursday, rare fighting broke out in the tightly controlled central city of Hama between troops and rebels who ambushed an army vehicle and took over a school that the regime was using as a base. At least seven people were killed.

With fresh supplies of weapons from foreign backers, the rebels have recently seized military bases and towns south of the capital in the strategically important region between Damascus and the border with Jordan, about 160 kilometers (100 miles) away.

The regime has largely kept the rebels at bay in Damascus, although opposition fighters control several suburbs of the capital from which they have threatened the heart of the city, the seat of Assad's power. Last month government troops launched a campaign to repel the rebel advances near the capital, deploying elite army units to the rebellious suburbs and pounding rebel positions with airstrikes.

The director of the Syrian Observatory for Human Rights, Rami Abdul-Rahman, said government troops regained control of Otaybah late Wednesday.

State-run SANA news agency said Thursday that the army has "restored complete control" over Otaybah. The official news services also said Assad's troops "discovered a number of tunnels which were used by terrorists to move and transfer weapons and ammunitions."

The regime and state media refer to rebels as terrorists and accuse them of being part of a foreign plot seeking to destroy Syria.

"It's a huge victory for the regime, and a big blow to the opposition that is now in danger of losing other towns and villages around Damascus," Abdul-Rahman said of the army's campaign.

On Thursday, the army was already capitalizing on the territorial gains, pounding southern suburbs of Damascus including the long-contested Daraya with artillery barrages and air strikes, according to the Observatory. The group relies on a network of activists on the ground that also reported fierce clashes between rebels and army troops to the east of the capital.

The army's offensive to dislodge rebel fighters from neighborhoods ringing Damascus is part of the government's broader campaign to secure central provinces of Hama and Homs, and areas along the Lebanese border. The region is of strategic value to Assad's regime because it links Damascus with the coastal enclave that is the heartland of Syria's Alawites and also home to the country's two main seaports, Latakia and Tartus.

Syria's regime is dominated by the president's minority Alawite sect ? an offshoot of Shiite Islam ? while the rebels are mostly from the country's Sunni majority. Assad's major allies, the Lebanese militant Hezbollah group and Iran, are both Shiite.

Otaybah is located on a road linking Damascus with the eastern suburbs of Damascus known as Eastern Ghouta. Rebels have been using the road to transport weapons and other supplies to the capital. Many of the capital's surrounding towns and neighborhoods have been opposition strongholds during the 2-year-old conflict.

Losing control of the town will make the defense of rebel enclaves in northeastern suburbs such as Douma, Harasta and others very difficult, Abdul-Rahman said.

In Hama, rebels ambushed and destroyed an army vehicle after a six hour battle with troops. Amateur videos uploaded by activists online showed an army vehicle in flames amid sounds of intense gun battles.

Another video showed rebels raising black Islamic flags over the Nasseh Alwani school after "liberating it" from troops who had transformed it into a military base, and what appeared to be the bodies of soldiers burning inside.

The videos appeared consistent with Associated Press reporting from the area.

Fighting in Hama is rare because the government keeps it under tight control. The city was the site of a notorious massacre in 1982, when Assad's father and predecessor, Hafez, ordered the military to quell a Sunni rebellion. Amnesty International has estimated that between 10,000 and 25,000 people were killed in the siege, though conflicting figures exist and the Syrian government has never made an official estimate.

The Syrian conflict started with largely peaceful protests against Assad's regime in March 2011 but eventually turned into a civil war.

The fighting has exacted a huge toll on the country, killing more than 70,000 people, laying waste to cities, towns and villages and forcing more than a million people to flee their homes and seek refuge abroad. Millions have also been displaced inside Syria.

International aid agencies have been pleading for funds to help refugees in neighboring countries such as Jordan and Lebanon. They have also been asking the Syrian government to allow aid convoys into the country and facilitate access to the area inside cities and towns that have been affected by fighting.

The latest damage to the country's rich cultural heritage came on Wednesday, when the minaret of the landmark 12th century Umayyad Mosque in the northern city of Aleppo was destroyed during fighting in the old walled city.

About 500 Syrian refugees held a strike in Jordan's largest refugee camp at Zaatari near the border to demand an international humanitarian zone be set up in southern Syria to enable their return home.

They shuttered makeshift shops in the camp in the first of what they said would be daily strikes in the hope of drawing attention to difficult conditions inside the desert facility.

But some of Zaatari's 120,000 residents complained that the closure will only harm people inside the camp who need food and other basic supplies the shops offer.

The U.N. refugee agency has warned against establishing buffer zones in Syria fearing the possibility that Bosnia-like massacres would occur.

(AP) ? After nearly stalling in late 2012, the American economy quickened its pace early this year despite deep government cutbacks. The strongest consumer spending in two years fueled a 2.5 percent annual growth rate in the January-March quarter.

The question is: Can it last?

Federal spending cuts, higher Social Security taxes and cautious businesses are likely to weigh on the economy in coming months.

Most economists say they think growth, as measured by the gross domestic product, is slowing in the April-June quarter to an annual rate of about 2 percent. Many predict growth will hover around that subpar level for the rest of the year.

Friday's Commerce Department report on GDP showed that consumers stepped up spending at an annual rate of 3.2 percent in the January-March quarter ? the biggest such jump since the end of 2010. Growth was also helped by businesses, which responded to the greater demand by rebuilding their stockpiles. And home construction rose further.

Government spending sank at a 4.1 percent annual rate, led by another deep cut in defense.

Sal Guatieri, senior economist at BMO Capital Markets, foresees more improvement in the second half of the year.

"The second-half acceleration will be supported by improved household finances, pent-up demand for autos and the ongoing recovery in housing," Guatieri says. "We are seeing significant housing-related consumer purchases in such areas as furniture."

GDP is the broadest gauge of the economy's health. It measures the total output of goods and services produced in the United States, from haircuts and hamburgers to airplanes and automobiles.

The government will provide two updated estimates of first-quarter growth based on more complete data. Whatever the revised data show, estimated first-quarter growth will likely remain far above the economy's scant 0.4 percent growth rate in the October-December quarter.

In a healthy economy, with an unemployment rate between 5 percent and 6 percent, GDP growth of 2.5 percent or 3 percent would be considered solid. But in today's still-struggling recovery, with unemployment at 7.6 percent, the economy needs faster growth to generate enough jobs to quickly shrink unemployment.

Since the Great Recession officially ended in June 2009, growth has remained weaker than usual after a severe downturn. In part, that's because the recession followed the worst financial crisis since Great Depression. The economy expanded just 2.4 percent in 2010, 1.8 percent in 2011 and 2.2 percent in 2012.

This had been expected to be the year when growth would finally reach a more robust 3 percent to 4 percent pace. But across-the-board government spending cuts, which began taking effect March 1, have made that unlikely. The cuts are forcing agencies to furlough workers, reducing spending on public projects and making businesses nervous about investing and hiring.

Unless Congress and the White House reach a deal to reverse them, the government spending cuts will continue through the end of the year and beyond.

Consumers' take-home pay has also fallen because President Barack Obama and Congress allowed a Social Security tax cut to expire. A person earning $50,000 a year has about $1,000 less to spend this year. A household with two high-paid workers has up to $4,500 less. Consumers' take-home pay is crucial to the economy because their spending drives roughly 70 percent of growth.

Americans appeared to shake off the tax increase at the start of the year. They spent more in January and February, powered by a stronger job market.

But hiring slowed sharply in March. And consumers spent less at retail businesses, a sign that many were starting to feel the effects of the Social Security tax increase. Economists expect spending to stay weak in the April-June quarter as consumers adjust to smaller paychecks.

Ben Herzon, an economist at Macroeconomics Advisers, thinks the tax increases could shave roughly 1 percentage point from growth this year. He expects the government spending cuts to reduce growth by a further 0.6 percentage point.

The drop in government spending cut growth in the January-March quarter by 0.8 percentage point.

Three-fourths of that decline came from defense spending. The past two quarterly declines in defense spending ? at a 22.1 percent annual pace in the fourth quarter and 11.5 percent in the first quarter ? have been the sharpest such back-to-back drops since the Korean War was winding down in the 1950s.

Many large developing countries are growing much faster than the United States. China's economy expanded 7.7 percent in the first three months of the year compared with a year earlier ? and that was a slowdown from its previous double-digit growth. Indonesia's economy grew 6.2 percent in 2012, India's 4.1 percent.

But among developed countries, the United States is still performing relatively well. Most of Europe is stuck in a second year of recession. Germany's economy grew just 0.7 percent in 2012. France's didn't grow at all. Italy's shrank 2.4 percent.

And in the January-March quarter, Britain grew at an annual rate of just 1.2 percent, less than half the estimated U.S. pace.

Last quarter, U.S. companies were more cautious about spending on computers, machinery and facilities, possibly because of the looming government spending cuts and higher taxes. Business investment grew at an annual rate of just 2.1 percent, down from a 13.2 percent rate in the fourth quarter.

That slowdown could hurt hiring in coming months. If companies buy fewer machines or build fewer stores or factories, they will likely fill fewer jobs.

U.S. income growth adjusted for inflation fell in the January-March quarter after a surge in the final three months of 2012. The fourth-quarter gain had reflected a rush to pay dividends and make bonus payments before higher tax rates took effect Jan. 1. Incomes were also held back last quarter by the higher Social Security tax. After paying taxes, incomes fell at an annual rate of 5.3 percent in the first quarter after surging 6.2 percent in the fourth quarter.

The jump in consumer spending, along with slower income growth, meant that the saving rate fell to 2.6 percent of after-tax income in the first quarter. That was down from 4.7 percent in the October-December quarter.

One area where consumers are feeling some relief is at the gas pump: The national average price for a gallon of gas has fallen by 29 cents since Feb. 27 to $3.50.

Cheaper gas helps the economy because it makes goods less expensive to transport and gives consumers more money to spend on other things. Over the course of a year, a decline of 10 cents a gallon translates to roughly $13 billion in savings at the pump.

* Illegal agriculture workers will also be placed on an expedited path: green cards in five years and citizenship in ten. This could apply to close to a million people or more.

* So-called DREAMers will also be able to get green cards for their parents, spouses and children five years from enactment. They will then be eligible for citizenship five years after that. Therefore the DREAM provision of the bill alone would be responsible for potentially 10 million new citizens in five-ten years [rough estimation].

* S. 744 would allow unlimited visas for the spouses and children of all green card holders ? both those currently illegal and new legal immigrants, leading to exponential chain migration.

* In addition, under S. 744, any LPR can petition for visas for adult unmarried sons and daughters (but they must wait for a visa to become available). A citizen also will be able to petition for their married sons and daughters under the age of 31 if visas are available under the family-based visa cap.

* S. 744 appears to allow those who have been granted status under President Obama?s Deferred Action for Childhood Arrivals policy (DACA) to immediately adjust to LPR status under a ?streamlined procedure? determined by the Secretary and consistent with the DACA requirements. These individuals may petition for visas for family members in the same manner as the LPRs described above. According to USCIS statistics, 472,004 DACA applications were accepted for review between August 2012 and March 2013; 268,361 were approved; only 16,778 were deemed incomplete and required resubmission; and only 1,377 were denied.

* Taking into account the expedited legalization of illegal immigrants, the expansion of low-skill legal immigration, and the new avenues for chain migration, the bill would exponentially increase the number of people granted legal status.

The Gang?s bill would bring about a demographic transformation of the United States by enabling tens of millions new immigrants, largely through the perverse policy of chain immigration. The consequences of inundating the United States with tens of millions of uneducated, low-wage workers are poorly understood, but certain to be bad. I can understand why some Democrats would favor this kind of radical transformation of America, which they don?t much like to begin with. But why any Republicans would look favorably on it is beyond me.

The AP Twitter hack: Wall Street's tweet-scraping technology that sparked a 145-point nosedive

A fake explosion at the White House sent the market into free fall on Tuesday, the result of increasingly popular headline-monitoring software

Shortly after the clock struck noon on the East Coast Tuesday, a jaw-dropping tweet was posted to?The Associated Press' Twitter account: "Breaking: Two Explosions in the White House and Barack Obama is injured." The news ricocheted through Twitter like a pinball before it was soon discovered that the AP's account had been compromised by hackers. A collective of?pro-Assad?digital instigators known as the Syrian Electronic Army?soon claimed responsibility.

Within seconds of the fracas, the Dow Jones Industrial Average plummeted 145 points (see the graphic below) before picking itself back up a few minutes later. The Wall Street Journal?took a close look at how the nosedive was implicated by technology ? sophisticated computer-trading software that monitors news headlines, corporate announcements, and yes, even social media to make buy or sell decisions in fractions of a second. Welcome to the world of algorithm-based decision-making.

The technology has been around for several years, but it is increasingly finding adherents among financial firms, including hedge funds, investment banks, and even long-term investors such as mutual-fund companies. Experts say traders use the data for just about every kind of investment around the world, from U.S. stocks to the Korean won. [Wall Street Journal]

Tuesday's fire sale was triggered by a few charged keywords, namely terms like "explosion" and "White House." Once that information was sifted into crunchable data, it was beamed out to clients ? including hedge funds and government agencies ? from a Manhattan-based startup called Dataminr, which bills itself as "analytics engine transforms social media streams into actionable signals."

Once Dataminr's distress signals were received, the firms' proprietary software exploded into action, ready to sell. The whole process occurred in the blink of an eye.?

Dow Jones ? which publishes The Journal ??claims these "elementized" news feeds "cut execution times and perform deeper analysis" than traditional methods. In addition to scanning hundreds of millions of tweets and headlines, they take into account several additional factors, including the reputation of a news source (in this case a tweet from the AP's confirmed account) and a tweet's geo-location. Media firms, including Dow Jones, Bloomberg, and Reuters, have been using elementized news feeds in some capacity since 2006.

And while it may feel gratifying to point fingers at the machines' mathematical inability to preemptively sniff out a hoax, The Journal notes that Dataminr's computers were quick to right a wrong. A second alert warning clients that the initial news may not have been accurate was sent out almost immediately, even before the?AP?had a chance to announce it had been hacked. Five minutes after the fake White House explosion sent the market into free fall, "shares rebounded across the board, and the blue-chip index ended the day with gains greater than before the incident."

TEHRAN, Iran (AP) ? Iranian users of Samsung mobile applications said Thursday that the company had notified them that they will no longer have access to the company's online store as of May 22.

The move is seen as part of international sanctions on the country over its disputed nuclear program. The West has imposed banking and insurance sanctions on Iran since it suspects Iran is pursuing nuclear weapons, a charge Tehran denies.

At a Tehran shopping mall, owners of mobile phones and tablets said Thursday that they had received the message via email from the company late the night before. Retailers said they had no power over the decision.

"We have heard about it, but we are only responsible for hardware here, not software and apps," shopkeeper Bijan Ashtiani said.

In the message, Samsung said that it cannot provide access to the store, known as Samsung Apps, in Iran because of "legal barriers." It apologized to customers in emailed statement seen by the Associated Press on Thursday.

Samsung's offices in Tehran could not be immediately reached for comment due to the weekend there, and its headquarters in South Korea did not immediately respond to a request.

The decision quickly provoked ire on social media.

"Samsung is to stop its apps in Iran, oh how we appreciate our officials," wrote Bahareh, a Twitter user blaming Tehran's policy. Another, named Armin, pointed at the technology giant itself, saying: "Now, Samsung's sanctions honor us as well!"

Samsung spokesman Chris Jung in Seoul said the company is still looking into the matter and could not confirm any details.

Unlike Apple, Microsoft and Adobe, Samsung has provided localized services to Iranians in their native Persian language. In 2012, Finish communications giant Nokia stopped its services in the country.

As mentioned in earlier blogs, Alpine Physical Therapy has recently teamed up with the Missoula Strikers soccer club. ?Along with offering free 15 minute consultations to all Strikers players, Alpine personnel will also presenting a short ?injury-prevention and proper warm-up technique? sessions to the Striker?s coaches.

Iran seeks to export oil to North Korea

TEHRAN, Iran (AP) ? Iran's oil ministry says the country is considering exporting oil to North Korea as a way to improve its battered economy.

The official IRNA news agency quoted on Saturday Oil Minister Rostam Ghasemi as saying talks are underway between Tehran and Pyongyang on oil exports.

An oil deal would bring the two nations deeply at odds with the U.S. and the West closer together. In September, they signed a scientific and technological cooperation agreement. A delegation from North Korea's oil ministry is currently visiting Iran.

Iranian and North Korean officials have said in the past that their nations are in "one trench" in the confrontation with Western powers.

But Iran has denied a U.N. report saying the two have exchanged ballistic missiles, components and technology in violation of U.N. sanctions.

Gorbachev sees global failure to address eco-risks

GENEVA (AP) ? Former Soviet leader Mikhail Gorbachev on Thursday painted a dim picture of the world's environmental progress, two decades after he founded the environmental group Green Cross International.

Laying much of the blame on a lack of leadership and vision, he railed against governments for falling short on nuclear disarmament, waste, development and climate change.

The Nobel Peace Prize laureate launched the Geneva-based organization in 1993 as a kind of Red Cross that could help countries in environmental trouble.

Reflecting on the 20 years since then, the 82-year-old Gorbachev acknowledged deep frustrations as an environmental crusader.

"The current economic crisis is being aggravated by the growing pressure on the environment, by poverty, by persisting international conflicts and by the worsening state of the global environment," a bespectacled Gorbachev said in Russian to reporters in Geneva by video link.

"The gap between the poor and the rich is unacceptably wide. The response to climate change has been weak and disunited," he said. "The possibility of building a more secure, more just and more united world has been largely missed."

U.N. Secretary-General Ban Ki-moon says that among his top hopes for 2013 is reaching a new agreement on climate change. Two-decade-old U.N. climate talks have so far failed in their goal of reducing the carbon dioxide and other greenhouse gas emissions that a vast majority of scientists says are warming the planet.

Last December, a U.N. climate conference in Doha, Qatar, agreed to extend the Kyoto Protocol, a treaty that limits the greenhouse gas output of some rich countries, and affirmed a previous decision to adopt a new global climate pact by 2015.

Green Cross, an international organization with affiliates in Switzerland, the United States and two dozen other nations, has helped facilitate destruction of some 57,000 tons of chemical weapons and promoted nuclear disarmament.

Alexander Likhotal, the Green Cross president, said leaders must be honest about the size of the real challenges facing them and recognize that "incremental gestures will no longer suffice."

Gorbachev, whose democratic changes led against his will to the collapse of the Soviet Union, urged governments to step up their efforts and use his policies of "perestroika" (restructuring) and "glasnost" (openness) to address global climate change and overconsumption of resources.

(AP) ? Homemade bombs built from pressure cookers, a version of which was used in the Boston Marathon bombings, have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one, urging "lone jihadis" to act on their own to carry out attacks.

President Barack Obama underlined Tuesday that investigators do not know if the twin bombing the day before that killed three people and wounded more than 170 was carried out by an international organization, a domestic group or a "malevolent individual." There has been no claim of responsibility.

A person briefed on the investigation told The Associated Press that the explosives were fashioned out of pressure cookers and packed with shards of metal, nails and ball bearings to inflict maximum carnage.

The relative ease of constructing such bombs and the powerful punch they deliver has made them attractive to insurgents and Islamic extremists, particularly in South Asia. They have turned up in past bombing plots by Islamic extremists in the West, including a plan by a U.S. soldier to blow up a restaurant frequented by fellow soldiers outside Fort Hood, in Texas. One of the three devices used in the May 2010 Times Square attempted bombing was a pressure cooker, according to a joint FBI and Homeland Security intelligence report issued in July 2010.

Al-Qaida's branch in Yemen gave a detailed description on how to make a pressure cooker bomb in the 2010 first issue of "Inspire," its magazine that only appears online, in a chapter titled "Make a bomb in the kitchen of your mom."

"The pressurized cooker is the most effective method" for making a simple bomb, the article said, describing how to fill the cooker with shrapnel and gunpowder and to create a detonator using the filament of a light bulb and a clock timer.

"Inspire" magazine has a running series of such training articles called "Open Source Jihad," which the group calls a resource manual for individual extremists to carry out attacks against the enemies of jihad, including the U.S. and its allies. The magazine is targeted heavily at encouraging "lone wolf" jihadis.

An issue last year reprinted an older article by a veteran Syrian jihadi Abu Musab al-Souri addressing would-be jihadis proposing a long list of possible targets for attacks, among them "crowded sports arenas" and "annual social events."

Notably, Army Pfc. Naser Jason Abdo, who was convicted and sentenced to life in prison last year for the Fort Hood restaurant bombing plot, was discovered to have a copy of the "How to build a bomb in the kitchen of your mom" article, according to the FBI. Investigators found bombmaking materials in his hotel that included a pressure cooker and gunpowder, according to testimony at his trial.

The SITE Monitoring Service, a U.S. independent group tracking militant messaging online, noted that Islamic extremists are not the only ones paying attention to the al-Qaida magazine: White supremacists have also circulated copies on their web forums. They found "Inspire" and "other al-Qaida manuals beneficial for their strategies," it said.

Over the course of 10 issues the past three years, "Inspire" has given detailed instructions with diagrams and photos on how to use automatic weapons, produce remote control detonators, set fire to a building or create forest fires. In the most recent issue, put out in March, it described how to set fire to a parked vehicle and how to cause road accidents with oil slicks on a road or tire-bursting spikes.

The chapters, including the one on pressure cooker bombs, were compiled into a booklet titled "The Lone Mujahed Pocketbook," released on Islamic militant web sites in March, according to SITE.

Al-Qaida's Yemeni branch, known as al-Qaida in the Arabian Peninsula, has repeatedly tried to carry out direct attacks on U.S. soil, once by dispatching the would-be 2009 Christmas bomber of a U.S. jet ? whose attack failed when the explosives hidden in his underwear failed to go off ? and then the following year by trying to mail explosives to the U.S. in packages that were intercepted.

The pressure cooker bomb's most frequent use seems to be in Afghanistan, Pakistan, Nepal and India in attacks against police or the public. This year, local press reports in Pakistan have reported several such bombs found planted on streets, including in the city of Karachi, where multiple militant groups operate.

In 2010, suspected militants attacked the U.S.-based Christian aid group World Vision in northwestern Pakistan, killing six Pakistani employees with a remotely detonated pressure cooker bomb.

That same year, the U.S. Department of Homeland Security put out a warning about such explosives, noting their frequent use in South Asia.

"The presence of a pressure cooker in an unusual location such as a building lobby or busy street corner should be treated as suspicious," it said.

The US military says guards have clashed with prisoners at Guantanamo as officers were moving detainees from communal to single cells in attempt to end a hunger strike that started in February.

The detainees used self-made weapons to resist the transfer, thus forcing guards to fire, the US military said in a statement.

?Some detainees resisted with improvised weapons, and in response, four less-than-lethal rounds were fired,? Navy Captain Robert Durand said in a news release.

Officials say no guards or detainees have been seriously injured.

The reason for the move was explained because the detainees covered surveillance cameras, windows and partitions, preventing guards from observing them during a hunger strike that has been continuing for more than two months.

?Round-the-clock monitoring is necessary to ensure security, order, and safety as detainees continued a prolonged hunger strike by refusing regular camp-provided meals,? Durand said.

Over the years Guantanamo detainees participated in various forms of protests, Durand explained to RT, adding that this new coordinated effort has created an ?unsafe situation.?

?We made the decision to move detainees into individual cells based on the detainees? continued efforts to block observation,? Durand stressed. ?We recently determined that the risk to the health and security of certain detainees had reached an unacceptable level due to non-compliant behavior.?

Each detainee?s physical and mental health has been evaluated after the sweep.

?Detainees may continue to hunger strike as a form of protest,? Durand said, also adding that moving them into individual cells has allowed JTF to ?ensure that detainees are not being coerced by other detainees to participate in the hunger strike.?

The detention camp at the Guantanamo Bay US Naval Base in Cuba holds 166 men, most of them captured more than a decade ago in different counter-terrorism operations.

Saturday?s early-morning sweep took place in Camp 6, a medium-security building where 80 to 100 detainees lived in cells that open into communal bays where they could eat, pray and watch television together. As part of the hunger strike, prisoners have been refusing to let food carts enter some of the bays.

Lawyers say most of Gitmo inmates are currently participating in the hunger strike. The US administration, however, is only acknowledging 43 cases, including 11 people who are being force-fed liquid nutrients through tubes inserted into their noses and down to their stomachs.

The hunger strike began in February in protest to the seizure of personal items from detainees? cells. Some prisoners told their lawyers that their Qurans had been mistreated during the cell searches, which the US military denied.

Lawyers say the hunger strike is caused by the fact that most detainees are held there without being charged, overwhelmed by the depressing feeling they may never leave the prison.

Obama pledged to close the facility at the start of his first term, but has failed to do it so far.

As Margaret Thatcher was in life, so are the tweets that have followed her death.

In the minutes following the announcement of the former British prime minister's death Monday, #Thatcher shot to the top of global Twitter trends as the world weighed in on her legacy ? or at least as much of it as they could cram into 140 characters or less.?

Here are some highlights of the global Twitter reaction.?

Official response

World leaders were among the first to weigh in on Thatcher's legacy with carefully curated messages of condolence.

"Lady Thatcher didn?t just lead our country, she saved our country," wrote @David_Cameron, the official Twitter account of the British Prime Minister. (And the snarky backlash quickly followed. "From equality and happiness?" one tweeter replied, one of some 2,000 who responded to the prime minister's initial tweet. "Just how out of touch can one man be?" asked another.)??

"She stands as an example to our daughters that there is no glass ceiling that can?t be shattered," weighed in @BarackObama, while?India's prime minister, Manmohan Singh (@PMOIndia) wrote blandly,?"She was a transformative figure under whom the United Kingdom registered important progress on the national and international arena."

And the BBC sent along a message from Mikhail Gorbachev, tweeting: '#Thatcher "a great politician & bright personality" who will "remain in our memory & history"'

But in at least one corner of the world where Thatcher's legacy is particularly fraught, there was silence on official Twitter accounts.

"Waiting for an official comment from Buenos Aires re?#Thatcher's?death," tweeted the BBC's Argentina correspondent. "Under her govt Britain went to war with?Argentina?over the Falklands."

'Like a tank barrel'

Elsewhere in the Twitter-verse, reactions were more raucous, mixing critiques and memories of the Iron Lady's towering personality.?

"Condolences to my British friends for the 1980s," wrote Nigerian-American writer Teju Cole (@tejucole).

"Asking Thatcher a q at a press conf was intimidating," remembered Australian journalist Mark Colvin (@Colvinius). "Her gaze swivelled on you like a tank-barrel."?

He continued: "A friend of mine, interviewing Thatcher, asked her qs she didn't like. Just out of camera view, her press sec kicked him in the shins."

And one Canadian journalist weighed in to make sure a crucial aspect of the prime minister's legacy wasn't forgotten in the chatter. "Most of what Thatcher is claimed to have done is exaggerated," he wrote. "Except inventing soft ice cream - as a chemist in the '50s, she did that."

The empire tweets back

Meanwhile, across the British commonwealth, tweeters pondered the Thatcher legacy in their own backyard.

"Before there was Thatcher, there was [Indian Prime Minister] Indira Gandhi. Just saying. Apparently the two got along well," wrote Indian journalist?Ammu Kannampilly.

South Africans were less generous. "Apartheid supporter Margaret Thatcher dead at last," wrote a popular opinion writer. "Apartheid would've ended a little earlier had it not been for her," said another.?

And Irish comedy writer Colm Tobin put a finger on?his country's national pulse?when it came to Thatcher's legacy: "Not a lot of love for Margaret Thatcher in Ireland. As an enemy of the state she sits somewhere between Oliver Cromwell & Thierry Henry."

Too fast??

Amid the global haste to weigh on on Thatcher's death, however, Twitter also provided reminders about the dangers of the digital age scramble to be the first to a story.?

Thatcher detractors, for instance, gleefully circulated a BBC-based headline typo announcing that Thatcher had "died of a strike."

Meanwhile, the opening paragraph of the Financial Times' obituary for Thatcher briefly revealed what one tweeter called "the perils of the pre-packaged obit."?

The text was quickly corrected, but not before it was immortalized on Twitter, a moment of clumsy reaction captured in Internet amber for all the world to see.

None of the Twitter reaction, however, came as a shock to British journalist Martin Belam. In December he tweeted a pie chart he'd created called, "What Twitter will look like on the day Thatcher dies."?

At last, a Thatcher tweet no one can dispute.?

Anne Smedinghoff, 25, was killed Saturday, in southern Afghanistan, the first American diplomat to die on the job since last year's attack on the U.S. diplomatic installation in Benghazi, Libya.

Mr. Kerry, now US secretary of State, urged Americans to ?forge on? against terrorism in the wake of yesterday?s killing of Anne Smedinghoff, a 25-year-old US diplomat serving in Afghanistan. In 1971, a younger Kerry challenged Congress to stop elongating a fruitless war. He asked, ?How do you ask a man to be the last man to die in Vietnam??

Kerry?s famous question, posed?in testimony before the Senate Foreign Relations Committee,?came on behalf of fellow soldiers he had recently served with in Vietnam. Today?s remarks also came from a personal place: He had just met Ms. Smedinghoff when she assisted him on his visit to Afghanistan two weeks ago.

An explosion killed the Chicago native while on a mission to deliver textbooks to students in a wartorn part of southeastern Afghanistan. ?Three US soldiers, a civilian Defense Department employee, and an Afghan doctor also died in the attack, which may have been aimed at the governor of the province. The Taliban claimed responsibility for the attack, according to the Associated Press. ?

Kerry, speaking in Turkey, described Anne as ?a selfless, idealistic young woman who woke up yesterday morning and set out to bring textbooks to schoolchildren, to bring them knowledge, children she had never met, to help them to be able to build a future.?
