HP rumored to be skipping Windows RT because of Surface

Microsoft had to know they?d make some of their OEM allies mad when they announced the Surface tablet. According to some, they?re so mad that they?re planning to skip Windows RT altogether and focus on Android tablets instead. Among the first to bail: HP, one of Microsoft?s closest partners.

Now, there are all kinds of way to interpret a rumor that HP is not going to introduce a Windows RT tablet. The most obvious is that they may believe ?and rightly so ? that HP customers will expect to be able to run all kinds of Windows apps on a Windows 8 desktop, all-in-one, laptop, or tablet. Windows RT can only run Metro apps, of course, and that?s no doubt going to cause some confusion when the new ARM hardware hits retail shelves.

One thing that?s very clear is that HP isn?t going to ?dump? Microsoft over the introduction of the slate. They?re one of the top PC makers in the world, and a huge chunk of their revenue comes from the sale of Windows systems. Another thing that?s clear is that they?re going to build at least one Windows 8 tablet (according to a previous Neowin leak) or convertible ? but they?ll stick to Intel or AMD chips to start.

If the Surface proves successful and HP thinks there?s a decent buck to be made, you better believe they?ll build ARM devices. They?re just taking a measured approach this time around and giving consumers time to adjust to the newness of Windows RT.

As for putting their time and effort into building an Android tablet?it?s hard to imagine HP doing that either. They?ve never tried before, and it?s not as though their previous attempts with a mobile OS went all that well.

The world and its knackered old dog are preparing their own tablet offerings, with an interesting trend surfacing - software vendors going into hardware for the first time - and that is, inevitably, going to knock Apple's dominance.

According to a YouGov survey, the tablet market in the UK grew enough that nearly 10 percent of the entire population owned one. Of those, more than 70 percent were iPads, and the creatively named New iPad accounted for 11 percent.

That said, the survey revealed Apple's overall share dropped four percentage points from the previous quarter, thanks largely to competition from Samsung - itself enjoying a 7 percent market share. Samsung devices, YouGov said, are beating Apple in certain performance scores, namely in sturdiness and in reliability.

Half of current tablet owners, the majority of those surely iPad owners, are thinking about switching devices, particularly as price factors in as a major concern for iPad owners in particular.

YouGov's consulting director for technology and telecoms, John Gilbert, said that the trend is no great surprise. According to Gilbert, there is no brand on earth that can sustain 90 percent plus market share in an emerging device market. As the older and most financially secure generation is picking up tablets, usually spending over ?400, the lucrative market is too enticing to ignore for the competition.

Gilbert said that Apple set the standard for tablet quality, but Samsung and others are either close to matching or exceeding Cupertino on the price point. "As the tablet market taps into the early and late majority technology users," Gilbert said, "Apple may expect a declining share in a growing market".

Jaw-dropping switch saves 'Obamacare'

In his White House memoir, ?Courage and Consequence,? Karl Rove recalls being the lone non-lawyer among the group of George W. Bush aides who initially interviewed John Roberts for the Supreme Court in 2005. Rove asked Roberts to go back in history to name the justice whom he most revered. Roberts? answer, Robert Jackson, intrigued and reassured Rove. When appointed in 1941, Jackson was serving as Franklin Roosevelt?s attorney general and had been expected to be a pro-New Deal rubber-stamp on the court. But, as Rove put it, Jackson ?instead demonstrated a fidelity to the Constitution that Roberts admired.?

Thursday, in a jaw-dropping turnabout worthy of Justice Jackson, Roberts provided the swing vote in a 5-to-4 decision that upheld the constitutionality of almost all of Obamacare, the president?s signature legislative achievement. While an army of armchair court watchers expected Justice Anthony Kennedy to determine the fate of the Affordable Care Act (a recent Time cover called him ?The Decider?), it was Roberts who took his fidelity to the Constitution in an ideologically surprising direction. Kennedy voted with three other conservative justices to overturn the health insurance mandate at the heart of the law.

Constitutional law seminars and unlicensed political psychologists will spend years speculating about Roberts? motivations in joining the liberal bloc in probably the most important Supreme Court decision since Bush v. Gore in 2000. While we may wait decades to know for certain, it does seem plausible that Roberts may have been partly triggered by a desire to prevent the court from being seen as overtly political. Polls showing public respect for the Supreme Court at a quarter-century low reflect the growing view that the justices pursue partisan agendas.

One of the most important passages in Roberts? majority decision was the chief justice?s assertion: ?We do not consider whether the act embodied sound policies. That judgment is entrusted to the Nation?s elected leaders. We ask only whether Congress has the power under the Constitution to enact the challenge provisions.?

In short, if you want a national referendum on the health-care law, then the proper arena is the 2012 campaign?and not the inner sanctums of the Supreme Court.

The majority opinion in the health care case points up the inadequacy of the political clich?s used in the heat of an election year to describe the Supreme Court. Phrases like ?strict constructionist? and ?not making law from the bench? do not clarify complex Supreme Court opinions like Thursday?s ruling. Romney?s campaign website declares, ?As president, Mitt will nominate judges in the mold of Chief Justice Roberts and Justices Scalia, Thomas and Alito.? There?s only one problem with this formulation: Roberts went in one direction and Scalia, Thomas and Alito went in the opposite on the constitutionality of the health care bill.

Obama?s own ability at prophecy is limited, as well. In 2005, the former constitutional law professor declared in a Senate address that he was opposing Roberts? nomination to the Supreme Court because ?I ultimately have to give more weight to his deeds and overarching political philosophy ? than to the assuring words he provided me in our meeting.?

While Obama has sharply disagreed with major decisions of the Roberts Court (particularly the anything-goes Citizen United ruling on campaign finance), it is tempting to wonder if the president now feels that he misjudged the man who saved his legislative legacy.

It is almost part of the job description of a president that he will make, at least, one blunder when picking Supreme Court justices. Harry Truman called one of his nominees, Tom Clark, a ?damn fool from Texas.? When George H.W. Bush tapped New Hampshire jurist David Souter in 1990, the president never expected that he would be reinforcing the court?s liberal wing. Now it is Roberts who has refused to stay in his pre-determined ideological cubbyhole.

With four current justices over the age of 70, it is likely that whoever is elected president this November will get an opportunity to put his stamp on the Supreme Court. But the potential for Lucy-and-the-football surprises endures. About the only ways a president can achieve some measure of certainty about the court are either to nominate fire-breathing ideologues like Antonin Scalia or political cronies like Abe Fortas, who kept open a back channel to Lyndon Johnson during his brief tenure as a justice. But even the Scalia precedent no longer works, because anyone with a sharply articulated judicial philosophy probably could not make it through today?s hyper-partisan Senate.

As for the health care law, its major provisions remain on schedule to take effect in 2014. Even a President Romney may it difficult to reverse history, as he would have to face down a filibuster threat by Senate Democrats to get a repeal bill through Congress. (There are, however, administrative gambits that Romney could use to eviscerate Obamacare if Congress proves balky.) That?s why the Supreme Court seemed like such a beguiling short cut for conservatives who loathe Obamacare.

It?s also why back in 2005 Karl Rove may have badly misinterpreted John Roberts? stated intention to be an independent jurist like Robert Jackson.

The Most Important Predictor of Sales Success - Philip Delves - Blogs

No profession in business has a more complex reputation than sales. When we think of salespeople ? from Willy Loman in Death of a Salesman to Donald Trump to Steve Jobs ? all kinds of contradictory ideas and images jangle in our minds. They can be persuaders and bullies, seducers and rogues, dream-makers and charlatans. But without them, no business exists.

It's not just salespeople who must sell. Entrepreneurs must persuade others of the value of an idea or company which has yet to take concrete form. CEOs must convince the board, markets, employees, and customers that what they are doing is valuable. Politicians, artists, and scientists all must sell themselves and their work in order to succeed.

Sales is the most human and richly nuanced aspect of business and yet, amazingly, is not even a required course at most business schools. MBA students are dutifully taught finance, strategy and operations as if revenue appeared by magic and salespeople were at best a necessary evil.

But as one great salesman told me, sales is the greatest laboratory there is for understanding human nature. So while reporting my book The Art of the Sale, I set off on a trip to meet salespeople around the world, in different cultures and different fields of selling, to understand not only what they did, but also what went on in their minds as they did it.

I began my journey in a Moroccan souk, an ancient marketplace where people must look each other in the eye over a pile of goods and decide whether to buy or sell, without the cover of email or conference calls. Abdelmajid Rais El Fenni, one of the most successful carpet and rug traders in Tangiers, explained how he coped with the daily rejections and petty humiliations every salesman must face.

"You are like a beggar in sales, asking again and again all day," he said. "The salesman should have loose robes. You never get upset. Of course, sometimes you have customers and you want to kill them. But you're not allowed to."

His ability to brush off the insults and press ahead, to have "loose robes", enabled him to do what he really enjoyed, which was trading in beautiful objects with people he liked.

Anthony Sullivan, a television infomercial salesman based in Tampa, told me that trying to over-intellectualize selling was a surefire way to fail.

"I have people who work with me who know everything about sales, but they still couldn't sell," he said. "They don't have what it takes. And then I've watched kids on YouTube who make fake infomercials and they're getting millions of views."

Sullivan has read numerous sales books and attended conferences, but says most provide no more than a brief sugar high. "They get you all fired up, but you fall back into your old ways pretty soon. When you get into a bar fight, you revert to what comes naturally ? the old-fashioned tactics." Your authentic self will always, eventually, come out.

Ashok Vemuri, the head of Americas at Infosys, the Indian business process outsourcing company, made a similar point. The more salespeople he has hired, he said, the less impressed he is with the stereotypes and training which dominate the sales industry. The rigid methods taught in most sales courses, he told me, are hopeless in the field. "It seems everyone has to be either Dirty Harry, or the girl on the beach in her bikini teasing people." Instead, what he looks for are intelligence, curiosity and an agile mind. The chest-beating Alpha male of sales myth has no place in this universe. Rather, it is the low-ego character who regards client service as the highest goal who thrives. He is looking for people who can make others comfortable, who are are articulate, and who are able to deal with the unexpected.

"I've had salespeople with terrible accents, who don't adhere to an acceptable Westernized dress code, and misspeak words, but they are terrific story-tellers," he told me. "They relate their story to your problem and can combine experiences across functions and geographies. They cannot hold a great conversation with the CEO about wine, but they can talk specifically about technology."

Everywhere I went, from Silicon Valley to the world of Japanese life insurance saleswomen, I heard the same story.

I found that what most companies and sales training programs think really matters in sales is wrong. When training salespeople, they tend to propose one of two things: A sales process with methods and tricks which can move you from prospecting to closing, or a set of behaviors and character traits supposedly typical of great salespeople and worth mimicking.

Neither approach gets to the most important predictor of sales success.

If salespeople think of what they do as at odds with who they are or what they want to achieve in life, they will fail. If they are comfortable with it, they will thrive. Nothing matters more in sales than how each salesperson perceives his or her role, and how the act of selling protects, inflates, or undermines his or her sense of self.

Yes, there are underlying traits in every good salesperson ? notably optimism and tenacity ? which lead to resilience in the face of the adversity. But beyond that, what enables a salesperson to succeed is that they've found a match between who they are and what they are being required to do.

Some people are wooers, compelled to win over everyone they meet in an instant. They do well in jobs where they must close a lot of transactions every day and where long-term trust is not important. Others prefer to build networks of deep relationships over time. They might prefer selling products or services with long sales cycles and repeated interactions with the same customer. Some salespeople will be coin-operated, motivated entirely by commission and competition with their peers. Others put a higher value on the friendships they develop in sales and the opportunity to work in a field they enjoy, selling products and services they believe in. Some love selling for the pure thrill of it. Others sell as the means to getting what they really want, whether it is popularity, financial security or creative freedom.

But the first step for anyone selling, managing, or hiring a salesforce is to understand these dynamics between personality, self-perception, and role. Identify the conflicts so that selling feels as normal and natural as it should. Ignore them, and the cost ? psychological, organizational and financial ? will skyrocket later.

(AP) ? A spokesman for R. Kelly says the R&B singer is suffering complications from throat surgery and will miss promotional appearances for his new album and memoir.

Kelly's publicist said in a statement that the singer was on his way to New York on Wednesday morning when he became ill and returned to Chicago for medical treatment. Kelly had surgery last year to treat an abscess on his vocal cords.

Kelly's new album, "Write Me Back," came out Tuesday and his memoir, "Soulacoaster: The Diary of Me," releases Thursday.

The Grammy winner's publicist says Kelly will have to cancel appearances on "The Jimmy Fallon Show," NBC's "Today" and at a book party. Kelly's spokesman says it's unclear how long the singer will be sidelined.

A rare double shot of good news about the U.S. economy sent stocks strongly higher Tuesday. The Dow Jones industrial average rose 78 points despite lingering fear about Europe's debt turmoil.

Americans signed more contracts to buy previously occupied homes in May, matching the fastest pace in two years, the National Association of Realtors said. The report was the latest signal that the housing market is improving in many regions following a slump of more than six years.

Homebuilders soared. Lennar Corp. had reported earlier that its second-quarter profit rose as deliveries and new orders increased. Its stock jumped $1.80, or 7 percent, to $29.19, the biggest gain in the Standard & Poor's 500 index.

The ISE Homebuilders index rose 42 cents, or 4 percent, to $10.69. PulteGroup, D.R. Horton and Hovnanian Enterprises all rose sharply.

Earlier, the government said that businesses placed more orders for long-lasting manufactured goods in May, suggesting that their confidence in the U.S. economy was not shaken by signs of weakness that emerged this spring. Core goods, a measure of business investment plans, also jumped.

The reports offered a rare glimpse of good news about the U.S. economy, which continues to recover slowly despite three months of weak output and abysmal job growth. They "were really quite good," said Dennis Gartman, an economist and editor of The Gartman Letter, a source of daily market commentary.

"The economy is doing reasonably well and will continue to muddle on through," Gartman said.

The Dow rose 78 points to 12,612 as of 11 a.m. EDT. Coca-Cola had the biggest gain among the 30 stocks that make up the Dow, adding $1.15, or 2 percent, to $76.23. The beverage giant said a day earlier that it will invest an additional $3 billion in India's rapidly growing consumer market over the next eight years.

The S&P 500 rose 10 points to 1,329. Its biggest loser by far was auto parts maker O'Reilly Automotive, which fell $17.60, or 19 percent, to $78.84. O'Reilly said its second-quarter earnings will be at the low end of its earlier estimates and sales will be weaker than previously expected.

The Nasdaq composite average rose 22 points to 2,876.

Markets remain wracked with concern about Europe as leaders there prepare for a two-day summit aimed at defusing their lingering debt crisis. German Chancellor Angela Merkel warned Wednesday that there would be no quick solution to the structural issues plaguing the continent.

Europe will cause volatile stock trading in the coming weeks because the summit is unlikely to produce a lasting solution, Gartman said. He said the meeting is scheduled to be two days, but Italian Prime Minister Mario Monti promised to keep it going until Sunday if an agreement has not been reached.

"I think he can keep them there until Sunday five weeks from now and there's little chance they'll agree," Gartman said.

Egypt election turns US policy on its head

WASHINGTON (AP) ? The election of an Islamist president in Egypt is turning longstanding U.S. policy in the Mideast inside out: The Obama administration is relieved that the candidate representing three decades of close partnership with the United States lost.

The United States is now set to embrace a religious-based former opposition leader who does not share many U.S. goals, perhaps including the 30-year peace with Israel upon which U.S. policy in the region is based. The embrace won't be warm, and for the administration it will come with strings attached.

Still, the administration is calling the election of Mohammed Morsi on Sunday a milestone in the transition to democracy.

Morsi, from the formerly banned fundamentalist Muslim Brotherhood group, is the first Islamist president of Egypt. He defeated Ahmed Shafiq, ousted President Hosni Mubarak's last prime minister, in a tight race that deeply split the nation.

Now Morsi faces a daunting struggle for power with the still-dominant military rulers who took over after Mubarak was forced out in last year's Arab uprising.

The U.S. mostly had held the Muslim Brotherhood at arm's length in deference to Mubarak and long has eyed with suspicion the party's emerging positions on Israel, women's rights and religious freedom. The Muslim Brotherhood has said it would seek changes to Egypt's 1979 peace treaty with Israel without canceling it. Morsi said in his first televised speech that he would preserve Egypt's international accords, a reference to the peace deal with Israel.

Despite reservations, the Obama administration is relieved that Morsi won without unleashing a new wave of violence and unrest, and without provoking a military coup.

Morsi was popularly elected, and the freedom of the election is more important than who won it, U.S. officials said.

"We look forward to working together with President-elect Morsi and the government he forms to advance the many shared interests between Egypt and the United States," White House press secretary Jay Carney said Monday. "We judge individuals and parties that are elected in a democratic process by their actions, not by their religious affiliation."

"Our commitment to the revolution that began in Egypt ... is to a process that provides for a transition to democracy that is transparent," Carney said.

Deep concern that violence might erupt Sunday when the winner of the runoff was announced ebbed Monday as the United States, Israel and other nations assessed what the outcome portends.

"We want to see President-elect Morsi take steps to advance national unity, to uphold universal values, to respect the rights of all Egyptians, particularly women, minorities (and) Christians," State Department spokeswoman Victoria Nuland said.

U.S. officials said the administration is ready to send a senior official to Cairo to meet in person with Morsi and members of his government once his Cabinet is assembled and Washington is assured that the military has turned or will turn over power to the new president. Officials said full diplomatic recognition by the United States is likely once Morsi is inaugurated. The officials spoke on condition of anonymity because plans for Morsi's inauguration were not final.

The administration had expressed no public preference in advance of Sunday's announcement of the runoff results.

President Barack Obama made a point of calling both Morsi and the losing military-backed candidate on Sunday. He urged the military establishment to "play a role in Egyptian politics by supporting the democratic process and working to unify the Egyptian people," the White House said.

The military leadership has committed to handing over power at the end of this month.

"It's up to them to meet those commitments now going forward," Nuland said.

The United States wants Morsi to make a stronger statement of commitment to the peace deal signed at Camp David in 1979 but is settling so far for oblique references.

Nuland said the U.S. has heard nothing from Morsi to suggest that Egypt would rethink the treaty.

"Obviously we look forward to talking to President-elect Morsi and his government about Egypt's relationships in the neighborhood going forward, its upholding of all of its international obligations," Nuland said.

The peace treaty with Israel is the biggest unknown posed by the rise of the Muslim Brotherhood and more fundamentalist Islamic political parties in Egypt. The treaty is broadly unpopular in Egypt even though it is the bedrock for more than $1 billion in badly needed U.S. aid annually. Without an autocrat to keep the treaty in place by force, its long-term fate is uncertain.

Carney had a subtle warning to the Islamists that some U.S. support hinges on the treaty and Egypt's role as a peacemaker and bulwark among Arab nations. Washington was willing to overlook many of Mubarak's faults because he resisted pressure within Egypt to break the Camp David accords with Israel or loosen its alliance with the United States.

"We believe it is essential for the Egyptian government to continue to fulfill Egypt's role as a pillar of regional peace, security and stability," Carney said. "We will continue to emphasize this message with the new government and structure our engagement accordingly."

The extent of Morsi's power is not clear after the ruling military stripped most of the major powers from his post, but his victory speaks to the ebb of U.S. influence in the Mideast now and in the future, said Aaron David Miller, a Mideast scholar at the Wilson Center.

"For 50 years we dealt with authoritarian leaders" across the region, Miller said, because it served practical interests to do so. Bahrain and Saudi Arabia are about all that remain autocratic and strong U.S. allies, he noted.

"Dorothy, we're not in Kansas anymore," Miller said. "Our policies in the region are opposed by the vast majority of Arabs, and public opinion now plays a bigger role in governing. Our space is going to shrink."

Government Refinance Applications More Than Double in Latest MBA

WASHINGTON, D.C. (June 20, 2012)? Mortgage applications decreased 0.8 percent from one week earlier, according to data from the Mortgage Bankers Association?s (MBA) Weekly Mortgage Applications Survey for the week ending June 15, 2012.

The Market Composite Index, a measure of mortgage loan application volume, decreased 0.8 percent on a seasonally adjusted basis from one week earlier. On an unadjusted basis, the Index decreased more than 1 percent compared with the previous week. The Refinance Index increased 1 percent from the previous week. The seasonally adjusted Purchase Index fell 9 percent from one week earlier. The unadjusted Purchase Index decreased more than 9 percent compared with the previous week and was 2 percent lower than the same week one year ago.

?Refinance volume increased again last week, but the composition of activity changed markedly. Despite rates remaining near all-time lows, conventional refinance application volume declined, and the HARP share of refinance activity dropped to 20 percent,? said Michael Fratantoni, MBA?s Vice President of Research and Economics. ?On the other hand, FHA refinance volume exploded to an all-time high, more than doubling over the week. New, lower FHA premiums on streamlined refinance loans came fully into effect, and borrowers seized the opportunity to lower their mortgage rates without increasing their FHA premiums. Purchase activity fell off last week, but this is likely only a recalibration following the Memorial Day holiday, as the level of activity remains within the narrow band seen for the past 3 years.?

The refinance share of mortgage activity increased to 81 percent of total applications from 79 percent the previous week. The adjustable-rate mortgage (ARM) share of activity decreased to 4 percent of total applications.

During the month of May, the investor share of applications for home purchase was at 6 percent, unchanged from the previous month, even though regions including East South Central and South Atlantic increased by 0.5 percent.

The average contract interest rate for 30-year fixed-rate mortgages with conforming loan balances ($417,500 or less) decreased to 3.87 percent, matching the lowest rate in the history of the survey, from 3.88 percent, with points increasing to 0.49 from 0.43 (including the origination fee) for 80 percent loan-to-value ratio (LTV) loans. The effective rate increased from last week.

The average contract interest rate for 30-year fixed-rate mortgages with jumbo loan balances (greater than $417,500) decreased to 4.06 percent, the lowest rate in the history of the survey, from 4.12 percent, with points decreasing to 0.38 from 0.41 (including the origination fee) for 80 percent LTV loans. The effective rate decreased from last week.

The average contract interest rate for 30-year fixed-rate mortgages backed by the FHA increased to 3.72 percent from 3.71 percent, with points decreasing to 0.47 from 0.59 (including the origination fee) for 80 percent LTV loans. The effective rate decreased from last week.

The average contract interest rate for 15-year fixed-rate mortgages increased to 3.25 percent from 3.23 percent, with points decreasing to 0.45 from 0.48 (including the origination fee) for 80 percent LTV loans. The effective rate increased from last week.

The average contract interest rate for 5/1 ARMs decreased to 2.75 percent, the lowest rate in the history of the survey, from 2.78 percent, with points decreasing to 0.33 from 0.49 (including the origination fee) for 80 percent LTV loans. The effective rate decreased from last week.

Experimental drug stops breast cancer cells from growing; Eating disorders, body image concern common in women over 50; Diet high in fat and calories speeds pancreatic cancer

From Cincinnati - An experimental drug can stop breast cancer cells from spreading, according to a report published in Chemistry & Biology. Results of laboratory testing revealed that the experimental drug, Rhosin, was able to inhibit the growth of breast cancer cells, did not affect non-cancerous cells and promoted the growth of early nerve cells.

From North Carolina - Most women over 50 suffer from body image concerns and eating disorder symptoms are common, according to a report published in the International Journal of Eating Disorders. Surveying nearly 1,900 women with an average age of 59, researchers found that 79% reported that their weight affected their self-perception, 62% said that their weight negatively impacted their life, 8% reported purging, 3.5% reported binge eating and that 66% were generally unhappy about their overall appearance.

From Los Angeles - A new report presented at the AACR's Pancreatic Cancer conference finds that a diet high in fat and calories speeds pancreatic cancer development. Researchers studied mice predisposed to pancreatic cancer, and found that those on a high calorie/fat diet had significantly accelerated cancer development.

(AP) ? The ouster of Paraguayan President Fernando Lugo sparked a unique protest as a long line of speakers queued up late into Saturday night for a special televised "open microphone" program to vent their frustration over what they called an institutional coup, calling for strikes and protests to demand his return.

Broadcast by a public television channel founded by Lugo's administration, people accused a "corrupt" elite of cynically maneuvering to remove Lugo from power.

"We will not recognize any other president," chanted the crowd of at least 200 people, waving Paraguayan flags and bundled up against the Southern Hemisphere winter.

The nighttime protest broke the quiet of an otherwise sleepy Saturday when many shops were closed and streets were largely empty. Some alleged that the public station was being censored by the nascent government of Federico Franco, who took the oath of office the previous day.

"We are here to defend public television so it continues to be public, not part of a government and much less an illegitimate one that rose from a criminal maneuver," protester Ricardo Zarratea said.

Local media reported allegations that Franco's communications advisor showed up at the station Friday and demanded the programming schedule. The director of Television Publica resigned hours after Lugo was ousted.

Earlier Saturday, Franco set about forming his new government as he promised to honor foreign commitments, respect private property and reach out to Latin American leaders to minimize diplomatic fallout and keep his country from becoming a regional pariah.

In a brief appearance before international journalists, Franco tried to broadcast a sense of normality a day after lawmakers overwhelmingly voted to kick Lugo out of office.

"The country is calm. I was elected (as vice president) in 2008 by popular vote. Activity is normal and there is no protest," Franco said.

His first two appointments were Interior Minister Carmelo Caballero, who will be tasked with maintaining public order in this poor, landlocked South American nation, and Foreign Minister Jose Felix Fernandez, who will immediately hit the road to try to appease fellow members of the Mercosur and Unasur regional trade blocs.

"Our foreign minister will go to Argentina, Brazil and Uruguay to meet with authorities and explain to them that there was no break with democracy here. The transition of power through political trial is established in the national constitution," Franco said.

The Paraguayan Senate voted 39-4 Friday to dismiss Lugo a little more than a year before his five-year term was to end, and Franco took the oath of office soon after. Lugo told reporters Saturday that he intends to remain in politics and is considering a possible run for a Senate seat in next year's elections.

"Without doubt it is a coup, a parliamentary coup, a coup against the citizenry and democracy, and we have to shout that to the four winds," Lugo said.

Lugo's ouster drew swift condemnation around Latin America from leaders who called it a de facto coup, and several presidents said they would seek Paraguay's expulsion from regional groups.

Argentine President Cristina Kirchner announced the withdrawal of her ambassador to Paraguay, citing "grave institutional events" and saying the embassy's No. 2 will remain in charge "until democratic order is re-established in that country."

The Cuban government said Saturday it wouldn't recognize the new government and called Lugo's removal a "parliamentary coup d'etat executed against the constitutional President Fernando Lugo and the brother people of Paraguay."

Criticism came not just from the left but from conservative governments, too.

Chile said Lugo's removal "did not comply with the minimum standards of due process," and Colombian President Juan Manuel Santos said "legal procedures shouldn't be used to abuse. ... What we want is to help stability and democracy be maintained in Paraguay."

Given the tough talk, Franco could find mending fences to be a tall order.

"It looks terrible throughout the region," said analyst Adam Isacson of the Washington Office on Latin America, a think tank. "(Lugo's ouster) doesn't look like a deliberative process, and what it looks like is that a president can be removed simply for being unpopular, or making unpopular decisions."

"The new government is going to be pretty isolated for the whole time that it's in power," Isacson said. "For Paraguay's neighbors and trade partners, I think there's probably not great cost involved in isolating the country for a year or more, and then re-recognizing whatever government is elected next year."

That would be a scenario similar to what played out in Honduras following the June 2009 ouster of Manuel Zelaya, which was also portrayed by those who took over as a legal, constitutional transition, even as it was denounced elsewhere.

Honduras' interim president was isolated by many Latin American governments, and his elected successor, Porfirio Lobo, only really won the good graces of some in 2011 after Venezuela's Hugo Chavez brokered a reconciliation deal with Zelaya.

Lugo resigned as a Roman Catholic bishop to run for president in 2008 against the wishes of Pope Benedict XVI, who grudgingly accepted the resignation when it became clear Lugo would not be dissuaded.

On Saturday, the Vatican's envoy to Paraguay stopped short of recognizing the new government but expressed satisfaction there has been little unrest other than some confrontations between Lugo supporters and police during the Senate trial.

"I am very pleased that the people and authorities have thought of the good of the country, which is to keep giving one's best for the fatherland," envoy Antonio Ariotti said, adding that he would read a message from the Vatican in the evening.

The German ambassador was also seen visiting the presidential palace.

"We will continue as normal with all cooperation agreements with Paraguay. We see the process of change happening within the laws and the constitution, because no parliament makes a coup d'etat," Ambassador Claude Robert Ellner.

The U.S. State Department urged "all Paraguayans to act peacefully, with calm and responsibility, in the spirit of Paraguay's democratic principles."

At Lugo's home in a quiet residential neighborhood of Asuncion, a close political ally said the former priest would not be making any comment Saturday.

Lugo was in good spirits, had spoken by phone the previous night with leaders like Chavez, and was now focused on moving his things out of the presidential residence with the help of his nephews, said Sen. Alberto Grillon, one of the four to back Lugo in Friday's vote.

Lugo had locked horns with a virulent opposition from the beginning of his term in 2008. He was criticized by some as being unyielding and unwilling to compromise; meanwhile Paraguay's powerful elite, long accustomed to getting their way during 61 years of Colorado single-party rule, fought Lugo's attempts to raise taxes on No. 1 export soy and redistribute farmland to the poor majority.

There had been talk of impeaching Lugo in the past, but never enough support in Congress. Ultimately, a deadly forest clash between police and landless protesters cost Lugo all but a handful of votes in both legislative houses, setting the stage for his rapid removal.
